What exactly are the different levels of response and what triggers each one? I realize that there are grey areas, but what are those triggers in general? I do have a few questions for the staff though. As it is, the staff admins wind up stepping up the level of response to the level of what happened here. I would recommend that only the accountholder who is continually spammed or under attack from a troll or trolls be allowed to initiate that level of complaint. What I see here, and this is of course only from what's apparent from the surface and not knowing who filed the original abuse complaint, is that anyone can file a complaint of that nature which can trigger a doomsday reaction. The main point here is that I, as the accountholder, can police my account on my own. Over the years, I've found that entering into a flame war or paying attention to them is exactly what they want anyway. I don't have to file anything with Flickr admins or answer the person(s) who are offensive, nor even acknowledge their existence. Over an hour has gone by since I left my last comment requesting, from flickr staff, an explanation of how they plan to address my complaint. I think an openhanded, all out, apology for messing up may go some way to reassuring users that Flickr will think very hard before this ever happens again.
